Creating a Hand Cannon Concept / 3D Modeling in Maya

Since this hand cannon is a concept, topology structure is going to be less important. What matters the most in this case is the design and how we approach the main shapes.
Once the design is established, we can easily polish it further with proper topology.

If we were to take the other approach, and prioritize topology over the design, we might lose track over the design language, and we would lose more time.

We start with the blockout to establish basic forms. Once Blockout is set, we start with secondary forms and closing with the details. Details will depend on various factors and we can even do variants from the secondary forms.
We keep details minimal for optimal distance and increase them per need.
